Victor Allen George Robert Bulwer-Lytton (British), born in India, son of the Viceroy in Calcutta, was the chairman of the Commission. He was among others governor of Bengal and Viceroy of India for three month, India’s representative at the LoN in 1927-8 and member of the executive committee of LoN Union. He was definitively an enthusiast for the LoN and its ideals, but not Britain’s first choice .
